Under eFiling, your customs broker transmits certificate data elements with the entry. The mechanics are fine. The breakage is upstream.

Brokers ask for certificate references per line item. Brands answer with a folder of PDFs and a shrug. The broker guesses, the message mismatches, CBP holds the shipment, and everyone learns about data hygiene the expensive way.
